How is it recommended to transport an infant in a passenger car?

aIn any baby carrier, as long as the infant is fastened with seat belts.
bIn a child safety seat suitable for infants.
cOn the lap of an adult person who has the seat belts fastened.
Why?
A newborn should travel in a car seat suited to their height and weight, installed and used according to the manufacturer’s instructions. Simply fastening a seat belt around a soft carrier like the one pictured does not make it a suitable car restraint. Answer A wrongly allows any carrier, while the adult’s lap in answer C cannot replace a child car seat.
