Is everyone obliged to give first aid to victims of accidents?

Why?
The photo shows wrecked cars, and after such a collision you must check whether anyone needs help. Everyone must assist a person facing an immediate threat to life or serious injury if they can do so without exposing themselves or others to the same danger. Medical qualifications are not required, as anyone can call emergency services and perform basic actions following the dispatcher's instructions. Fear of making a mistake alone does not justify doing nothing.
