Is it prohibited to overtake cyclists at all intersections?

Why?

The overtaking restriction at junctions concerns overtaking motor vehicles, which does not include the bicycle shown. You may overtake the cyclist if it is safe and no other restriction prohibits the manoeuvre. Take particular care and leave at least 1 metre of clearance.
