Is it allowed in the presented situation to stop the vehicle on the roadway?

Why?

The solid line separates your lane from the adjacent lane. Stopping here would force other car drivers to drive onto that line to pass your vehicle, so it is prohibited. This does not apply to stops required by traffic conditions or rules, such as stopping at a red light.
