Does the visible prohibition sign only apply to the pavement?

Why?

The B-36 no stopping sign on the left applies to that side of the road, including both the carriageway and the pavement. Placing the sign beside the pavement does not limit the restriction to the pavement. The tow-truck plate warns that a vehicle left there will be removed at its owner's expense.
